A growing coalition of education organisations, convened by Public First and the philanthropy Impetus, is exploring the case for a state-funded Tutoring Guarantee to helps schools and colleges use high-quality tutoring to close the attainment gap. Our plan is to launch a campaign in early 2027, to influence manifestos for the next general election. Despite the strong evidence base for tutoring, we know that wider funding pressures limit schools’ ability to provide on one-to-one and small group support for students that need it. We also know that many colleagues have difficult memories of the Covid-era National Tutoring Programme, and any future scheme must learn the lessons. Through this discussion we want to hear Fellows’ perspectives on would make this a compelling proposition for schools and explore ways that a forthcoming campaign could elevate those perspectives.

Session Leads:
Sally joined Public First from London Higher where she was Head of Policy, leading the Policy Team and representing over fifty London HEIs across a range of policy issues.
Sally started her career at Dyke House College in Hartlepool and worked on access and participation policy at fair access charity, The Brilliant Club. She has an undergraduate degree from Durham and completed her PhD at UCL on the relationships between schools and universities in supporting progression to higher education. Sally is a trustee of fair access charity, The Elephant Group and a member of the Independent Schools Inspectorate’s Education Advisory Forum.
